Senator Coghill moved and asked unanimous consent to take up the                                                                
concur message on HOUSE CS FOR CS FOR SENATE BILL                                                                               
NO. 23(FIN) "An Act relating to development project financing by the                                                            
Alaska Industrial Development and Export Authority; relating to the                                                             
dividends from the Alaska Industrial Development and Export                                                                     
Authority; relating to the meaning of 'net income' and 'unrestricted net                                                        
income' for purposes of the Alaska Industrial Development and Export                                                            
Authority; authorizing the Alaska Industrial Development and Export                                                             
Authority to provide financing and issue bonds for a liquefied natural                                                          
gas production system and natural gas distribution system; and                                                                  
providing for an effective date" which had been held on the Secretary's                                                         
desk (page 1144). Without objection, it was so ordered.                                                                         
                                                                                                                                
Senator Coghill moved that the Senate concur in the House

concurrence be considered the vote on the effective date clause.
